Meet Richard Reynaud
I am a lifelong Las Cruces resident, retired White Sands Missile Range (WSMR) Branch Chief, mechanical engineer, small business owner and registered P.E. I attended Immaculate Heart of Mary elementary school, Lynn Junior High, Las Cruces High and received my bachelor’s degree in Mechanical Engineering from NMSU in 1983. My parents, Raymond Reynaud Sr. and Josefa Muñoz Reynaud, raised their 7 children in this community to be hard working, fair and independent.

During my career at White Sands Missile Range, I was part of a robust testing organization that included Climatic Environmental Testing (weather effects), Chemistry lab, Microbiology lab and Dynamic testing (vibration). I was the lead engineer at the Temperature Test Facility (TTF), which contained the largest temperature test chamber in the Department of Defense at that time. The Large Test Chamber is roomy enough to fit an entire Patriot Missile Battery, and subject it to -65 deg F to 160 deg F extreme temps. We were successful at the TTF because of the engineers, technicians, mechanics and test operators with whom I worked.

After retirement, I am now a small business owner along with my spouse providing Stormwater Pollution Prevention Plans (SWPPP). SWPPPs are a Permit requirement of most all building and subdivision construction in the City, County and State. For the last 7 years I have met nearly every builder and developer in Las Cruces, and am ready to be their advocate in relations with the City of Las Cruces.
